The purpose of this research is to develop a Citizenship Scientific Literacy (CSL) framework and then use it in comparing the two physics curricula, the International Baccalaureate Diploma Programme (IBDP) and the Turkish Ministry of National Education (TMONE), in terms of their inclusions and implementations of citizenship scientific literacy. For this purpose, the comparative content analysis method is used. The development of the framework and the analysis of the curricula were carried out in a synchronized manner. The Nvivo program was used for coding the documents. The intended and applied programmes are examined via analysis of three sources of data; written curricula, textbooks and the standard tests of the curricula. There are 109 items in the CSL framework, except five are gathered from the literature review. These five items emerged during the coding of the contents. Recoded samples by the researcher and other researchers provide evidence of overtime and inter-coding reliability. According to the results: IBDP physics is a programme with a strong emphasis on the language of science, history of science, epistemology of science, scientific research, interdisciplinary science, teamwork skills, use of observations and experiments skills, use of processed data skills, social identity, autonomy, attainment, intrinsic, and utility values. Besides, TMONE is a programme with a strong emphasis on STEAM knowledge, daily life connections, use of knowledge skills, use of representations skills, social identity, ethics and intellectual honesty, responsible behaviour, environmental awareness and cost value. Two programmes have weaknesses to develop in various items of the CSL Framework.
