EFFECTIVENESS OF POST-CONFLICT ENVIRONMENTAL ASSESSMENTS OF UNEP IN AFGHANISTAN AND LIBERIA

A significant body of research addressing the connection between environmental, security, peace and conflict has been produced by both academics and practitioners during the past two decades. Within this framework, environmental peacebuilding has emerged as a meta-framework evolving especially around the experiences/interventions of many international organizations. Since these organizations perform in post-conflict fragile settings, they are facing unique challenges and opportunities with limited capacity and capabilities to contribute to environmental peacebuilding. Hence, reflection of these experiences is important to inform future interventions and capture the effectiveness of their environmental peacebuilding work. In this setting, through the lens of environmental peacebuilding, this thesis will evaluate the effectiveness of UNEP’s post-conflict environmental assessments (PCEAs) in Afghanistan (2003–2021) and Liberia (2004–2007). On the basis of output and outcome, the analyses will be taken into consideration. Additionally, UNEP’s work at the community and ground levels will be used to assess the effectiveness level. This thesis will also provide additional explanations other than PCEAs that may affect the effectiveness of UNEP from an international relations perspective.
