In today’s context, settlements of all sizes aspire to be part of global networks and utilize their unique values to attract capital. However, this trend affects areas with historical and cultural heritage differently. Some research argues that such heritage valued sites have lost their significance due to urban renewal, revitalization, and transformation processes. Nevertheless, this research highlights the importance of public participation in planning and design processes to preserve these values. Understanding the cultural heritage value perceptions of various stakeholders, including residents, the working population, visitors, professionals, and local decision-makers, is crucial to conserve the existing historical and cultural heritage values of a site. Such understanding can facilitate the development of heritage-led regeneration projects that protect multiple values of historical sites and raise awareness among local stakeholders about sustainable conservation. Maintaining public participation in conservation practices is essential, and adopting a bottom-up approach is critical to protect the cultural heritage values of historical sites. In Turkish cities, like Kütahya, a significant tourist center with rich historical and cultural heritage, global influences have prompted numerous heritage-led regeneration and urban transformation projects since the 2000s. Unfortunately, most of these projects have been implemented through top-down practices with limited public involvement. To address this, this research aims to explore how different local stakeholders perceive the cultural heritage values of four neighborhoods in Kütahya’s historic city center. By understanding their perspectives, the study seeks to enhance appreciation for the city’s heritage and promote community-driven conservation practices, fostering a more inclusive and sustainable approach to preservation.
