Turgut Özal was a prominent figure in Turkish politics. His foreign policy implementation had a unique characteristic. Özal put the economy at the center of foreign policy and he believed that if states create an economic relation between them, they are less likely to have political problems. Furthermore, if states have political problems, they should increase their trade relation with one another. On the other hand, his foreign policy implementation reflected on bureaucracy, as well. In Özal’s era, the ministry of foreign policy was left behind in the conduct of foreign policy. In this sense, this thesis has been written to evaluate Özal’s economy based foreign policy understanding. First, his background on economy has been assessed to understand the motivation behind economy based foreign policy. Secondly, his ideas and principles on economy based foreign policy have been evaluated. Lastly, his economy based foreign policies upon political partners and regions, such as the US, the EEC, the Middle East and international organizations, have been evaluated.
