EVALUATION OF THE EUROPEAN UNION INSTRUMENTS OF PRE-ACCESSION PROGRAM FOR CIVIL SOCIETY SUPPORT IN TURKEY FROM A PUBLIC VALUE PERSPECTIVE

This thesis evaluates the Europe Union Instruments of Pre-Accession Program’s support for the civil society organizations in Turkey using a public value perspective to identify its effects. Literature regarding the European Union support was mostly focused on quantitative analysis tools to review the effects of these programs leaving a gap in analysis regarding the actual public value it creates for the civil society in Turkey. This thesis uses Faulkner and Kaufman’s proposed public value dimensions, (outcome achievement, trust and legitimacy, service delivery quality, and efficiency) to investigate the public value generated by the two-flagship civil society grant projects, Civil Society Dialogue and Sivil Düşün, which are implemented under the EU Instruments of Pre-Accession. The European Union’s Logical Framework Approach of reporting is compared with the public value dimensions, which reveals that the overall objectives are in line to create public value indirectly.
