EMERGING OPPORTUNITIES FOR THE APPLICATION OF BLOCKCHAIN: TURKISH CASE OF R&D FUNDING

In many countries, public institutions support companies through R&D incentives. It is important that these supports, which are generally provided from central budgets, reach the right places, both in terms of ensuring a fair fund distribution and in ensuring the success of promising research that cannot benefit from the supports. In this dissertation, where incentive systems in Turkey and in the world are also examined, the commission consisting of academicians has a significant weight in the final decision of the R&D project proposals that go through many stages. Dissertation is basically concerned with the possible effects of the social relations and cognitive effects formed in the commission on the support decision. On the other hand, there are innovations in the way of doing business in line with the opportunities provided by digitalization. Especially with the spread of remote working, face-to-face meetings are being replaced by online meetings. However, literature research also shows that the current face-to-face evaluation system and online meetings have deficiencies in many issues such as intellectual and industrial rights, especially during the evaluation of R&D project proposals. At this point, blockchain technology, which is popular today, offers promising application areas in matters such as protection of intellectual industrial rights, tracking and diffusion of produced information. This dissertation aims to respond to this need with blockchain technology in the evaluation of R&D incentives.To serve this purpose, first of all, the weight of the existing face-to-face commissions on the final decision was determined by classification learner, MRMR (maximum relavent minimum redundancy) and tobit analysis methods. As a result, it has been determined that the decision of the face-to-face commission has a great impact on the incentive decision of R&D centers. In addition, the aforementioned analyzes also identified the existence of a hierarchical power relationship between commission members in face-to-face commissions. As a result of the analyses, a comprehensive survey study was designed among academicians who had previously served as commission members in R&D center commissions, and the cognitive and social effects detected after the designed survey were quantified. Afterwards, the survey results were animated with Agent-Based Modeling (ABM), which is the most suitable simulation method for this type of study. Accordingly, it has been determined that one-third of the commission member academics delegate their decision-making authority to the commission members they see as hierarchical leaders. Since this study is a unique study method with the aspects mentioned above, the data obtained from ABM studies were also confirmed with a unique method.As a result, it is thought that decision-making academics will make their decisions with their own will by using blockchain, which has not been used before in R&D funds. In addition, it has been determined as a result of theoretical and analytical studies carried out within the scope of dissertation that, thanks to the features of blockchain, it will further improve the R&D incentive system.
