THE HEALTH TRANSFORMATION PROGRAM IN TÜRKİYE: A HISTORICAL AND CONTEMPORARY ANALYSIS OF POLICY, PRACTICE AND STAKEHOLDER PERSPECTIVES

Health reforms in Türkiye have not been isolated from the reform trends in the world. The debates on restructuring the health system in Türkiye were the main agenda of the 1990s. It is considered that the reform initiatives that have been discussed for a long time since this period have been unsuccessful. That is until the JDP government came to power in 2002 and the Health Transformation Program was announced. So, has this transformation program, shaped by neoliberal policies for twenty years, achieved its goals? This study analyzes and evaluates the HTP within the Walt-Gilson health policy analysis framework and tests the outputs with a field study. Thus, the results of the policies implemented within the HTP were tried to be analyzed. The findings reveal that the program has engendered unforeseen negative externalities, lost its initial momentum, and, in this context, necessitates a comprehensive revision in terms of policy and implementation dimensions.
