Safeguarding the "surroundings" of conservation areas is an important component of the conservation strategy for both cultural and natural sites. These areas, referred to as "buffer zones" in the context of world heritage properties, serve as important tools for the conservation of sites and cultural assets. However, within the context of conservation, the absence or insufficient planning and implementation of buffer zones can have negative impacts on the management of conservation sites. In addition, inadequacies in monitoring and managing the relationship between World Heritage sites and buffer zones, as well as changes in their settings, can adversely affect the values that need to be preserved and result in the degradation of the physical, socio-cultural, and economic aspects of these areas, as well as their settings. Therefore, this thesis focuses on assessing changes that affect settings by addressing physical-visual, cultural, social and economic aspects for conserving and managing settings through a comprehensive framework. The case of the study is the historical city center of Bursa, specifically the Hanlar District, included in World Heritage List. The choice of this study area arises from concerns regarding the adverse impacts of urban development pressures on the surrounding areas, which can potentially compromise the preserved heritage values and outstanding universal values of this area. The research process for this study encompasses various stages, including research and data collection, developing a framework, assessment and evaluation. The research methodology of this thesis involves conducting a literature review, archival research and field surveys. The outcomes of this study are instrumental in the understanding of the buffer zone concept within the scope of conservation. Furthermore, these outcomes are expected to have a positive influence on national policies related to assessing changes that affect settings.
