Local government finance in Turkey

This paper studies the revenue composition of municipalities in Turkey. The types of municipal revenues and the total value of each category realized in 1993 and 1995 in a sample of 90 municipalities selected according to regions and population are assessed and compared to corresponding values in Western countries. Findings reveal thattownspeoples' contribution to municipal expenditures is modest. Data show that citizens living in settlements with low per capita incomes and low quality urban services are taxed at higher rates for municipal services compared to those dwelling in settlements with higher incomes. Apparently transfers from the central government fails in its function of enhancing social justice.
