Labour market response to structural adjustment and institutional pressures: The Turkish case

This paper is a modest attempt to review the major structural characteristics of the Turkish labour market and survey its interaction with institutional forces and the whole array of economic policies implemented since 1980 under the stabilization and structural adjustment program. The shortcomings of the data notwithstanding, the paper identifies the main trends in key labour market indicators on both the demand and supply sides, highlights the major characteristics of the system of education and reviews the main phases of industrial relations and the wage determination process. The paper carries out a detailed assessment of the main factors behind the sharp increase in real wages after 1989 and briefly discusses the draft bills on employment protection and unemployment insurance together with some recent steps towards increased labour market flexibility. The paper ends with a brief prospective evaluation of the main problems likely to face the labour market in the near future.
