A study of the Heywoods Holiday Village Development Project

This paper represents an attempt to produce a study of the Heywoods Holiday Village Development Project in the Caribbean Country of Barbados. The paper has several objectives. First, an account of the Project is provided in terms of the importance to Barbados of the tourism sector, project background and project features. Second, the costs incurred in the course of project implementation and the benefits derived and deriveable have been highlighted. The third is a postcompletion evaluation. The most important project lesson from the Heywoods experience not only for Barbados but also other developing countries is that it is no longer sufficient to make investments in a target sector, move faithfully through the project cycle and feel satisfied subsequently with accomplishing something visible and recognizable. What is significant is that the resources/investments need, now and in the future more than ever before, high-performing innovative management, creative marketing, managerial autonomy and operational flexibility.
