Key technological innovations in intelligent transportation systems and stricter regulations posted for road usage led countries to invest in intelligent transportation systems. Being part of intelligent transportation systems, weigh-in-motion (WIM) systems are widely used. As these systems are mostly implemented on roads already in use, scheduling the implementation of the systems on time with minimum cost is important for the countries. In this study, we consider minimizing both completion time and the total cost of the example WIM implementation project. Through this we construct a bi-objective model first for the activities and then for the locations concerning three modes of the resources.
