The critical evaluation of urban transformation projects in Samsun metropolitan area

This research examines the completed, ongoing and planned urban transformation projects within the borders of Atakum, Ilkadım, Canik and Tekkeköy districts, which form the metropolitan area of Samsun province. The starting point of the research is the flood disaster and its consequences that occurred in the newly constructed Kuzey Yıldızı TOKI blocks near the Mert River in the city center of Samsun in 2012. Canik urban renewal project, which was produced for the purpose of preventing squatters, is the first most comprehensive urban transformation project produced in Samsun. In such a project, which is important for the city, the fact that urban renewal works were carried out without considering the disaster risk has brought into question other projects that have been implemented or will be implemented. Twenty-six projects were identified in the research conducted within the scope of the study. The increasing migration pressure against Samsun province after the 1950s caused people to experience housing problems in the city, and thus, urbanization problems began to arise. With this study, the legal scopes, technical approaches, project sizes and durations, location selection approaches and contributions to the spatial development of the city of urban transformation applications completed, ongoing and planned in the Samsun metropolitan area from the early 2000s to the present are examined and the benefits or harms of the projects to the urbanization of Samsun and the policies regarding urban transformation projects are evaluated.
