ANALYSIS OF DISASTER RESPONSE SOCIAL POLICIES FROM GENDER PERSPECTIVE: THE CASE OF 6 FEBRUARY EARTHQUAKES

Türkiye experienced one of its most devastating disasters with two major earthquakes on 6 February 2023. Eleven cities, including Kahramanmaraş, Hatay, Gaziantep, Adıyaman, and Malatya, were severely affected by the destructive impact of the earthquakes. During the disasters, disadvantaged groups in society, especially women and girls, were at a higher risk of being disproportionately affected by the destructive effects of the earthquakes. This study aims to conduct a gender analysis of the social policies developed in response to the 6 February Earthquakes. To achieve this goal, semi-structured, in-depth interviews were conducted with government, civil society, and international organization workers who were actively involved in the earthquake-affected areas, examining the gender dimension of the disaster social policies planned and implemented in response to the 6 February Earthquakes. A total of 16 interviews were conducted. The study found that the policies planned and implemented in response to the 6 February Earthquakes did not adequately address the gender dimension, resulting in disproportionately higher impact on the disadvantaged segments of society, the earthquake survivors. As a result of the study, policy recommendations for gender-sensitive disaster policies in Türkiye were also provided.
