The year 1996 marks the 40th anniversary of the Middle East Technical University. In celebration of 40 years of excellence, as the Faculty of Economics and Administrative Sciences, we decided to devote one of the issues of the "METU Studies in Development" to education. The purpose of this special issue is to draw the attention of researchers and policy makers to the issue of education and invite the relevant parties to think critically about the educational problems faced today and formulate possible solutions.
