The education and training of the American workforce: A study in contrasts

This paper reviews the great disparity in the degree of training possessed by the American workforce. Although by some measures the American workforce is among the best educated in the world, with high levels of enrollment and educational attainment, a substantial number of people leave school without adequate literacy, quantitative or job skills. Post-school training is, for the most part, a complement to education, leaving these individuals even farther behind. Government programs arc limited in scope and do not adequately rectify the problem. After reviewing the evidence, the paper concludes with a scries of policy recommendations to improve the labor market skills of the American work force.
