While BIM is mainly used for new building design, HBIM is used as a reverse engineering process to model the current condition of a heritage site or building. HBIM means an as-built BIM as a structure described with a BIM representation by using laser scanning or photogrammetry to collect data. Although some degree of economic, technical, and time efficiency criteria are considered during the scanning stage as a data collection process, the challenge of selecting the most suitable technique still remains. This research will frame the benefits, interactions, and impacts of photogrammetry and laser scanning on project performance. Since adopting the Analytic Hierarchy Process (AHP) as an assessment method to identify the critical factors that have the most affecting implications on others, the AHP model will be created for alternatives such as photogrammetry, laser scanning, and the hybrid technique that consists of both. A subcriteria prioritization survey based on experts' decisions will be conducted to define the importance level of the criteria more objectively. The approach provides an interactive way for developers to identify critical factors across the selection of 3D data-collecting techniques and improve project performance.
