The current meteorological data and future projections, alongside scientific models and studies based on these findings, unequivocally affirm the reality of climate change, and indicate that the effects of climate change will be more severe and intense in the medium and long term. Given that climate change is a global issue affecting every corner of the world, it is widely acknowledged that addressing this problem necessitates comprehensive global action and collaboration. To effectively address climate change, it is essential for every country to engage in the international climate regime, collaborate with other nations, establish a national climate policy, and execute the necessary actions outlined in this policy. This thesis explores the global momentum of the climate change regime, which has intensified since the adoption of the United Nations Framework Convention on Climate Change (UNFCCC). It provides a historical perspective on the evolution of this regime up to the present day. Specifically, it scrutinizes the challenges and opportunities encountered by Türkiye from its inclusion in the UNFCCC's Annex 1 and Annex 2 countries to the ratification of the Paris Agreement. The primary objectives of the thesis are to examine the process of Türkiye's participation in the international climate change regime and whether its position within this regime is late or appropriate in terms of timing, and to evaluate the impact of Türkiye's integration into the international climate change regime on the national policymaking and institutionalization processes regarding climate change. This evaluation relies on primary data and officially documented materials gathered from key stakeholders and actors involved in this process.
