CONCEPTION AND IMPLEMENTATION OF ADMINISTRATIVE REFORM IN THE PLANNED PERIOD : AN EVALUATION WITH RESPECT TO "ADMINISTRATION" OF ADMINISTRATIVE REFORM Although administrative reform is not a new phenomenon in Turkish public administration, during the planned period of 1960s and 1970s it has received considerable attention. All the five - year development plans and most of the yearly programmes contain sections on administrative reform. Several commissions and committees were established to provide recommendations for the improvement of the Turkish administrative system. Yet, it is not possible to consider the result of these administrative reform attempts as successful. Among the possible factors responsible for such failure, one, namely that of, inadequate planning and administration of administrative reform have been the focus of this paper. After examining reform efforts, it is argued that organizing for and administering of administrative reform have been considerably weak, if not nonexistent, in the Turkish reform experience.
