FACTORS DETERMINING THE LABOR MOVEMENT IN TURKEY IN THE PLANNED PERIOD There has been a marked development in the level of organization and activities of workers in Turkey in the 1960-1980 period. Trade union membership increased from about 200-250 thousand to 1.5-2 million. The number of legal strikes, workers on strike and illegal events multiplied. These important developments were mainly a result of the changes in the structure of the workforce. In this period, as a result of industrialization, the following changes took place : 1. The number of wage-earners and their proportion in the working population increased. 2. The concentration of workers in certain areas increased. 3. The absolute number and the proportion of wage - earners in the manufacturing industries to all wage-earners increased. 4. Concentration of workers in certain cities of certain regions and the average employment in establishments increased. In addition to these developments, the following changes as a result of the development of capitalism can be observed : 1. The mutual ties of the workers with the countryside and material support from villages declined. 2. The absolute number and proportion in the working population of workers descending from wage-earners increased. 3. Religion lost its effect relatively in the determination of attitudes. 4. The consumption patterns changed in favour of durable consumer goods. 5. General level of education developed. 6. The labor movement gained and accumulated invaluable experience. 7. involvement in politics increased. In addition to the above - cited and other factors, the attitude of the employers and their movement also affected the organizational form and level and the activities of the workers. The attitudes of the public sector1 employers caused many conflicts to grow and sharpen in the 1975-1980 period. The private employers' attitudes in the 1977-1980 period became an important factor in the increased number of iegal strikes. The fall in net real wages in spite of increasing consumption expenditures in the 1976-1980 period (that is, their absolute impoverishment) was perhaps the most important reason of the events in recent years.
