He was born in Izmir in 1944. He completed his undergraduate studies at METU Faculty of Architecture in 1966, his master's degree in the Department of Restoration in 1968, and his doctorate in the same department in 1996. He worked at the General Directorate of Foundations between 1968 and 1973, and at the Ministry of Culture between 1974 and 1981. In 1981, he returned to METU Faculty of Architecture, Department of Restoration, as a lecturer. He retired from the institution in 2011, where he became an associate professor in 1997. He served as a member of the Central Board of Directors of TMMOB Chamber of Architects in the 40th Term (2006-2008) and 41st Term (2008-2010). Mr. Madran worked for many years in his academic life and within the Chamber of Architects in the fields of conservation history of the Ottoman and Republican periods, traditional building materials and construction techniques, conservation legislation, area management, administrative and financial aspects of conservation. He has many books and more than 100 published articles, most of which are about the protection of cultural assets, some of which he wrote with his colleagues. In addition, he took part in conservation zoning plans, many survey-restoration projects and restoration applications on a single building scale, as a manager, consultant or researcher. He was a member of the Conservation and Restoration Experts and ICOMOS Turkish National Committee.
