West European Perspectives On North-South Relations

This article explores the processes of dissolution of unity within both the South and the North and tries to analyse the im- plications of this disintegration on the history and future of the North- South dialogue. It is argued that within the last decade, the initiative for the establishment of such a dialogue has shifted t rom the South to the North. Rather than the US, it is Europe which is now at the forefront of renewed negotiations between the North and the South. The article concludes by asking whether the post- war world order created under US îeadership is being transformed under the inıpact of increasingly regionalist policies followed by Europe as is indicated in its overtures to the South.
