Proponents of privatization favour the idea that only soiution to efficiency and effectiveness in provision of public services is privatization. It is well-known that, in liberal economics the concept 'public service1 is defiııed in terms of state- provision of socially necessaıy1 goods and services because of the market failure. However, proponents of privatization, departing from a conception of public service defined in terms of market failure seem to bc far away from explaining why and how the socially necessaıy goods and services (already socialized) conıe to be viewed by means of criteria such as effectiveness, efficiency and profitability.
