The so-called 'new orthodoxy' in development literatüre relies heavily on the labor intensive small and medium scale firms as the produetion unit. This study examines the growth potential of small scale manufacturing firms. The potential factors which may contribute to growth are initially discussed. The determinants of growth are searehed for from the survey data collected from 206 firms covering six produetion lines in Bursa, Turkey in 1984. The empirical evidence suggests that most branches to be stagnating or declining. For those that grow and survive, survival is found to depend on marketing on a national scale and on the use of family labor.
