Debates involving the relative efficacy of market mechanism and comprehensive state intervention have occupied a central place in development economics. Taking the planning versus market controversy as its reference point, the present study identifies distinct epochs in the evolution of postvvar development theory. Explanations of the transition from one phase to another proceed in parallel to the identification of constructive propositions originating from competing paradigms. Special emphasis is accorded to the desirability of some form of indicattve planning and the natüre of such planning as a means to supplement the operation of the market mechanism in developing economies.
