CURRENT TRENDS AND PROSPECTS IN TURKISH AGRICULTURE

Turkish agriculture experienced adverse changes in the 1980s under the impacts of the deterioration in its terms of trade cum liberalization policies as well as misdirected price support policies. The outcome was a deceleration in productivity and output growth, further worsening of income distribution sectorwise against agricultuie, an explosion of agricultural imports and the decline in animal husbandry while inventories were accumulated in some crop products. A subjective evaluation of how agriculture will fare in the future shows that the major constraints on its revival will lie partly in the fulfillment of two domestic conditions, namely, relatively high GNP growth without too wide short-run instability as well as in the easing of government financial constraints, and partly in international conditions and policies that determine the foreign terms of trade, as well as loan conditionality.
