This article deals with the relations between politics and the management of public entreprises (P.E.) in Turkey. Part I is devoted to a theoretical analysis of the differentation and the relations between politics and administration in general. The aim is to show the theoretical weaknesses and the pratical inadequacies of the policy-administration dichotomy on the one hand, and the inevitable influences of politics as struggle for power on P.E. on the other, it is emphasized, however, that regulation of the relationship between P.E. and political institutions is necessary and useful. In the second part of the article legal-formal relations between P.E. and the legislative and executive branches of the Government in Turkey are described and evaluated with reference to decisionmaking, control and responsibility. As conclusion it is pointed out that the actual fonctioning of these formal relations, their empirical content and consequences have not been properly researched in Turkey and thus most of the data in this respect are of impressionistic and speculative nature. For purposes of establishing the facts and as an aid to reform the P.E. system empirical research in this area is nedeed.
