This study aims to subject the recent developments in dryland wheat production in the Central Anatolian Plateau in Turkey to an economic evaluation. The new technology introduced by the Turkish Ministry of Agriculture has been developed by an USAID/Oregon State University research group. The new technology involves a package of inputs and practices aimed at increasing yields through (a) Moisture conservation in the soil, and, (b) Utilization of moisture with complementary inputs. The former requires changes in the tillage of the fallow and the latter requires use of improved or HYV seeds, fertilizers and herbicides. in this study the analysis emphasizes the fact that farmers are economic agents. Hence, a technical package definition of technology is not utilized. Instead, a criterion of decision to implement one or another technology is developed. Specifically, early tillage of the fallow, w>hich appears to be the most crucial dimension of the technology in that it wilil enable the other dimensions of the technology to be implemented, is taken as the basic criterion of differentitation between traditional and improved technologies. The analysis is based on data from a field survey held in Summer and Autumn 1976. The tool of analysis is the profit function. Various hypotheses are tested within the frame of profit function analysis. The results indicate the following: 1. There are neither neutral nor biased techonological differences between the traditional and improved technologies. 2. There are no differences in technical, price and economic efficiency between the traditional and improved technologies. 3. The farmers are profit maximizers. 4. Given the choice of technology, there are no differences in technical, price and economic efficiency between fields where owned tractors are utilized and fields where custom operations (rented tractors) are utilized. The derived estimates indicate that labour utilization is very low and that the price of w>heat is the most effective policy tool. The results are compared with the findings of other studies. The limitations of the study are also discussed.
