This study is an attempt to jointly estimate institutional and human capital models of wage determination. Human capital variables proved significant. However, the institutional variables such as ability to pay and unionization also turned out to be significant determinants of wages. As for specific results, union wages are at least 30 percent higher than non-union wages and public-private sector wage differences can be explained by differential unionization in the two sectors.
