An attempt is made to sort out the role of administration and its relationship patterns with the public, examining only the administrators' view of ciiizens-administration relationships. 75 respondents were asked to fiil a questfonnaire during a high le- vel management training program. Interviews were conducted with 32 of these 75 respondents. The analysis reveaied three patterns of administration citizen-relationship: Dominance of bureaucratic values in the system, directive role played by the administration, and administration largely viewed as an extension of government.
