HOW EFFECTIVE IS HU MAN HESOURCE PLANNİNG IN DEVELOPING THE THIRD WORLD?

This paper shows that the traditional concept and programs of human resource planning as pro- pounded in neo-classical economic literatüre have been applied without critical reflection by the eco - nomic planners and decision makers in the deve- loping countries. The nıain objective of the decisi- on makers in doing so was to achieve rapid econo- mic growth. The greater goals of economic deve- lopment signified by a better state of income dist- ribution, balanced development With appropriate technology, social equity combîned with economic efficiency were not emphasized. The net result of such a prescription of economic growth via the traditional concept and forms of human resource planning ar e shown to have faile d in mitigating the grave problems of soc oeconomic development in the developing countries. This paper examines the above mentioned issu- es theoretically as well as empirically. It then înt- roduces certain newer dimensions for consideration in the area of human resource planning and eco- nomic development. Consequently, certain principal policy issues are also discussed in the light of the new prescription of human resource planning for economic development in the Th'rd World.
