AN ASSESSMENT OF TURKEY'S LİBERALİZATİON ATTEMPTS SİNCE 1980 AGAINST THE BACKGROUND OF HER STABILIZATION PROGRAM

The objective of this paper is to examine Tur- key's liberalization attempts since 1980 in relat'on to the record of the Stabilization Program which has generated significant policy shifts in several key areas. Despite the limited progress made so far, liberalization attempts may be sustainable in the short and medhım term given the consistent set of policies implemented, government's domestic po- litical support, and the backing of international fi- nancial organizations as the mentors behind these policies. It is argued, however, that the real test for the sustainability of these attempts in the years ahead rests crucially on the record of the Stabili- zation Program, especially in politically-sensitive areas like inflation, unemployment, and income distribution.
