A PROPOSAL FOR A COMPREHENSIVE FRAMEWORK FOR THE MARGINAL SECTOR AND SQUATTER HOUSING

The importance of physical planning increased in the course of rapid urbanization in developing countries when a very urgent problem appeared in the form of squatter houses. Although the· squatter housing problem has now reached immense dimensions, there is no comprehensive theoretical framework which clearly specifies the nature· of the dependent and independent variables involved in the formation and evolution of squatter houses. This has caused ineffective, wasteful and contradictory planning decisions whose cost has been paid by society. The task of developing such a theoretical framework is doubtless an attractive and appropriate challenge, especially for spatial planners who specialize in the most easily observable and measurable dimension of the urbanization process. This paper rather than adding one more single dimensional area study to the field, aims at developing the methodology and basic principles of a comprehensive framework.
