THE DISARMING SIMPLICITY OF DISARMAMENT

This article elaborates the idea that disarmament as a way to peace has been a time-honored ideal that both the philosopher and statesmen have advocated but without success. The appeals to disarmament and the various attempts to deal with it within an institutional framework have proved to be ineffective because, the author argues, a great majority of disarmament thinking have confused the symptom with the cause: «... the acquisition of armaments is largely the result of tensions and ill will between states, not the cause.» Therefore, disarmament will become possible only after a general political settlement is reached which satisfies the interest both of the statusquo powers and the have-nots. To this end, United Nations has a great deal to contribute; it is not the specific sponsorship of disarmament conferences or proposals by the U.N., but rather the quietly continuing pursuit of wide-ranging technical and functional activities that gradually affect international political conditions positively.
