Recent economic crisis and the "25 January 1980" stabilization programme caused a wide - ranging controversy on trade and industrialization strategies in Turkey. This article introduces the main issues of this debate. A brief survey classifies the explanations of recent crisis into three broad groups: "capitalist dependence", "international conspiracy" and "import substitution". A review of the traditional strategy of import substitution in Turkey is provided to assess the conditions leading to apertura. Sources of opposition to apertura are identified as nationalism, export pessimism, equity considerations and "revolutionary" strategy. First argument against apertura, that it "increases country's economic dependence" is presented and its internal consistency questioned. Part I ends with the conclusion that an outward - looking strategy is the only way to lead to economic independence. (Other arguments, viz. that apertura "destroys the chances of real industrialization" and that it "leads to a more unequal distribution of income and therefore requires political repression" are treated in Part II.)
