AN EVALUATION OF THE 1973 SOVIET INDUSTRIAL REORGANIZATION

This paper is an attempt to evaluate the 1973 Soviet industrial reorganization (or the 1973 reform, as it is sometimes referred to). The reform has now been in effect for six years. This length of time is long enough to assess what was aimed at and what has been achieved by the latest and most important reform. The reform in question is considered the most important at least in the sense that by it in the Soviet economic history the western type production firms (associations) are introduced for the first time, with great expectations but with less publicity than for the 1965 reforms. However, the conclusions of this study are that the reform has not provided sound results, and that completion is far below the target. The work is composed of five sections. The first section, introduction, gives a brief history of the USSR system of industrial management dating back as early as 1930s. Section two describes the new industrial system with its basic elements, namely the associations. In the third section the problems encountered in implementation are investigated theoretically and practically. The fourth section is devoted to displaying some quantifiable achievements and shortcomings of the reform. Finally, I submit my conclusions.
