GÜLALP - OLGUN TARTIŞMASI ÜZERİNE

This note aims at clarifying certain points on an ongoing correspondence between Gülalp and Olgun in the pages of this Journal. Although both papers are quite illuminating and well-written, there are certain weak points in both. First, Olgun's claim of economic policies being openly and freely adoptable by the reigning political authorities is challenged. In fact, by indicating the consistent application of inward - looking economic policies throughout Republican Era up to this date, he, more or less, shows that policies are dictated by the particular stage of development and current necessities of the economy, fust the opposite of what he has claimed. Secondly, certain unwarranted conclusions in the final section of this paper pertaining to Ms comparison of outward oriented and inward looking strategies are pointed out. In Gülalp, there are problems arising from the confusion of short-run economic policies and long-run political programs. This has led him to an artifical period analysis of Turkish economy.
