INCOME DISTRIBUTION AND EMPLOYMENT ASPECTS OF TURKEY'S POST-1980 ADJUSTMENT

Against the backdrop of a mild improvement in countrywide income distribution in Turkey from 1973 to 1978. the available evidence on the nature and direction of distributional shifts are examined for the 1978-88 period. The characteristic features of formal planning and de facto policies for the labor market are also outlined. The paper interprets the post-1980 distributional changes in the context of heavy policy reliance on relative price changes in the economy to reduce absorption, promote exports, and strengthen domestic resource mobilization processes. The distributional impact of the rise and fall in external borrowing is broadly discussed.
