"Western technology and perception of bureaucratic corruption are of limited use when applied to developing countries. The western definition of bureaucratic corruption is socially and culturally bound, since bureaucratic standards and criteria used to identify this behavioral phenomenon imply a built-in bias toward social values and attitudes peculiar to western societies. Students of bureaucratic corruption should therefore be aware that adopting western bureaucratic standards and norms to examine bureaucratic corruption in developing countries can be misleading since the standards themselves have trouble taking root in non-western cultures."
