Neşe Yalabık was born in Istanbul in 1950. He graduated from Ankara Science High School in 1967. He completed his undergraduate education at METU Department of Electrical Engineering in 1971. He received his master's degree from the same department in 1972. He earned his PhD in Electrical Engineering from Brown University in 1977.He worked as a visiting assistant professor at Drexel University between 1977-1979. In 1979, he started working as a lecturer at METU Computer Engineering Department. He became Assistant Professor in 1980, and Professor in 1984 and 1989.He worked as a visiting professor at Drexel University between 1985 and 1987. He served as Head of the Computer Engineering Department between 1991-1996.His research and publications focused on pattern recognition. He worked on speech recognition, texture recognition and character recognition problems. He supervised 25 (19 CENG + 6 Enf Ens) master's theses and 4 (2 CENG + 2 Enf Ens) doctoral theses. He has authored 34 articles, papers and book chapters published internationally. He organized and edited many national conferences, presented papers and gave seminars.He carried out the "Fault Identification Using Radar Imagery" project, supported by the USA NSF (National Science Foundation) within the scope of the "Science in Developing Countries" program, in 1987-1988.Among the research projects supported by TÜBİTAK, the "Ottoman Archives Transcription" project was carried out in 1992-1995; He carried out the project "Segmentation in Geological Maps" in 1996-1997. Between 1996 and 2000, he managed the "KKBS (Command Control Information System)" project for the General Staff, undertaken by the METU, ASELSAN, TÜBİTAK, STM consortium and supported by the SSM (Undersecretariat for Defense Industries).CENG232 Logic Design and CENG331 Computer Organization at the undergraduate level in the Department of Computer Engineering; He regularly taught CENG564 Pattern Recognition courses at the graduate level. CENG740 New Approaches and Applications of Pattern Analysis course started.In September 1996, he was appointed as the first director of the Informatics Institute, where he carried out the establishment work. He held this position until October 2004. In addition to his managerial duties, he gave lectures at the Informatics Institute.Research during the Informatics Institute period; He focused on distance education, asynchronous teaching over the Internet and learning management systems. Within the scope of the MEDCAMPUS program, he started the project titled "Creating a Skilled Workforce for an Information Based Society" in 1995, and the EĞİTEN (Training the Trainers) project, supported by YÖK, in 1999. During the same period, he was also interested in the applications of image processing in Biology and Medicine; He gave importance to interdisciplinary studies contributed by information technologies.Between 2000 and 2002, he served in the National Informatics Committee within the Council of Higher Education. He initiated the HIBIT (International Symposium on Health Informatics and Bioinformatics) symposium, which started in 2005. In this context, he was interested in disseminating distance education via the Internet throughout the country. He retired in February 2010.He devoted his time to painting and social activities. He opened a virtual exhibition. He published his book "Gourmet Windows from Life" (Akıl Çelen Kitaplar, 2013), in which he blended sections from his life with recipes. He was a versatile person in terms of his interests. He participated in THBT (Turkish Folklore Society) activities during his student years at METU. He had a boat captain's license. Swimming and skiing were among the sports that Neşe Hoca loved.
