Halim Doğrusöz was born in Malkara, Tekirdağ in 1922. He graduated from Bursa Boys' High School in 1941. He completed his undergraduate education at Istanbul Technical University, Faculty of Mechanical Engineering in 1948. He received his doctorate in operations research from Case Institute of Technology, where he worked as a research assistant. In 1965, upon the invitation of TÜBİTAK, he returned to Turkey and founded the Operations Research Institute and started the Operations Research Graduate Program at METU. Doğrusöz served as Head of the Operations Research Unit, Secretary General and Member of the Scientific Board at TÜBİTAK between 1965 and 1980, and served as Deputy Chairman of the Scientific Board between 1978 and 1979. He entered METU in 1966 and served as department head, Director of the Institute of Science, Dean of the Faculty of Engineering and Vice Rector until his retirement in 1989.
