Libya's infitah Initiation and implementation

Starting in the mid-1970s there has been a dramatic transformation of economic policy in the Middle East and North Africa. Nearly all countries in the region have adopted liberalization programs. Libya was one of them. The initial impetus for such a changc camc from outside. The falling of oil prices in the 1980s signified the vulnerabilities of the Libyan economy. The fiscal crisis soon turned into a political one. The declining distribution of oil rents led to criticism of the state policies. In order to overcome the political crisis the political elite initiated an economic reform program. However, the implementation of this program remained very limited because of both external and internal reasons.
