He received his bachelor's degree from the Department of Economics and Statistics of METU Faculty of Economics and Administrative Sciences in 1968, his master's degree in regional planning from the Department of City and Regional Planning of the Faculty of Architecture in 1972, and his doctorate in 1991. His master's thesis is on "Oil Industry in Eastern Anatolia" and his doctoral thesis is on "Health Geography and Location of Health Facilities in Ankara". Mr. Berkman worked at the National Productivity Center between 1968-1969, and at the Budget Reform Group of the Ministry of Finance, General Directorate of Budget and Financial Control, between 1969-1971. In 1972, he joined METU City and Regional Planning Department as an assistant. He worked as a lecturer at METU Department of City and Regional Planning between 1977 and 1992. He became an assistant professor in 1992 and an associate professor in 1994. He worked and conducted research on urban public services, public goods, health geography, and housing cooperatives. He carried out pioneering studies on the use of geographical information systems in urban and regional planning at METU Department of City and Regional Planning. In 1973, he conducted the research "Comparison of Regional Plans Made in Turkey". He undertook the TÜBİTAK research titled "Urban system planning for the protection and maintenance of ecological balance". In 1993, Mr. Berkman developed "Recommendations for Restructuring in Turkish Housing Cooperatives and Cooperatives" within the scope of the Seventh Five-Year Development Plan, Housing Specialization Commission studies. In 1996, he carried out the "Economic Analysis" research within the scope of Bursa Master Plan studies.
