Turkey is a semi-feudal country undergoing the process of transition to a modern, industrialized society. In this process the most important and painful problems arise in rural areas. This transition must be accelerated and controlled by the Plan. For the achievement of this task the present and future structure of the phenomenon under consideration should be defined very clearly. Only in this way it is possible to unders tand these processes that will determine the transitional stage. This is a prerequisite for the formulation of policies to be applied to this process of change. In this respect the problem of rural areas has been dealt with in completely diffe rent ways in the two Plans. The author's opinion on the FFYP has been expressed some where else. In short, in the FFYP, although the phenomenon of struc tural change has been mentioned briefly, there is no reference either to the present nor to the future structure of the rural areas. Consequently the problem has been trea ted as one of "community development". This is a highly unrealistic and romantic way of analyzing the problem.
