Macro Planning In Turkey: A Critical Evaluation

Turkish economy is in a deep economic crisis. The crisis is the outcome of the accumulated effects of the misguided economic policies pursued in the past and has been accelerated by the belated policy adjustment to the oil shock. Planning mechanism which serves as an integrating framework for policy making, has contributed to the emergence of the present crisis. The analytical techniques used in Turkish planning are most inadequate and there is an urgent need to improve them in order to rationalize the planning system and to increase its policy orientation. Given the accumulated knowledge, data, and skills the indicated improvements can be done.
