Prof. Dr. Seha Meray was born in 1921 in Istanbul. He graduated from Galatasaray High School in 1940 and subsequently enrolled in the School of Political Sciences. After graduating in 1944, he began his academic career as an assistant and later became an associate professor of International Law at the same institution. In 1954, he was promoted to the rank of professor in International Law. Meray furthered his academic career in the Netherlands and France. After 1960, he served as a member of the Board of Trustees at Middle East Technical University (METU) and held the position of Rector at METU from February 23, 1961, to August 5, 1961. In addition to his academic achievements, Seha Meray served as the President of the Turkish Language Association (Türk Dil Kurumu) between 1976 and 1977.
