Public Economic Enterprises in Turkey: Reform Proposals, Pricing and Investment Policies

The purpose of this paper is to focus on the problems of the public economic enterprises (PEF/s) in Turkey and critically analyze the reform proposals which have been put forward since 1980 in or- der to improve their management and efficiency. The reform proposal which was initially suggested by Aysan (1982) and the schcme which was introduced by the enactment of law 2929 (1983) will be critically assessed. Also, recently approved reform scheme which was put into effect by the implementation of Decree-Law 233 (1984) will be ex- plained with some details and where relevant it will be compared with the earlier reform proposals. In addition, pricing and investment policies which are pursued by the public enterprises will be outlined and some alternatives will be accentuated in order to elicit further discussions on the matter.
