Critical evaluation of climate action plans in Türkiye from the perspective of climate justice

This thesis examines the integration of climate justice into the climate action plans (CAPs) prepared by metropolitan municipalities (MMs) and metropolitan district municipalities (MDMs) in Türkiye. Adopting a mixed-methods approach, the study combines frequency analysis and thematic document analysis to evaluate how CAPs address climate justice concepts, particularly in the context of vulnerable groups, participation, and equity. Initially, climate justice-related keywords were identified and categorized according to the context of the CAP sections they appeared in. Beyond keyword frequency analysis, thematic document analysis was conducted to examine how the plans integrate justice themes into their analyses and policies. The findings reveal significant differences between MMs and MDMs in terms of the frequency and context of climate justice-related terms. While MMs focus on broader issues such as risk and vulnerability analysis, MDMs emphasize neighborhood-level environmental and urban health issues. Although some municipalities demonstrate notable adaptation strategies targeting vulnerable groups, many plans lack comprehensive justice-based policies and provide limited opportunities for disadvantaged groups to participate in decision-making processes. The results highlight critical gaps in the inclusion of equitable measures within CAPs, emphasizing the need for more inclusive and applicable strategies to effectively combat climate change. This study provides a justice and equity-focused perspective on local government policies, offering an important framework for future policy development and research. By addressing gaps in the literature and proposing a roadmap for future studies, it aims to contribute to the field and serve as a guide for advancing climate justice in municipal planning.
