This thesis aims to analyze the spatialization processes of Ankara within the framework of the 2038 Ankara Environmental Plan, in order to understand the modes of production of the modern city and explain the multidimensional structure between capitalist property relations and commodification processes through the concept of abstract space. In this context, the neoliberal policies applied by municipal administrative authorities to extract rent from the land and the concept of ghost cities reflected in the production processes of the city, are examined in relation to the proposed definition of "ghost urbanization". The cellular mode of production, defined through Metropolises in Metropolisarchitecture (Hilberseimer, 1920s; 2012), is discussed during the examination of the 2038 Ankara Environmental Plan and utilized as a methodological tool for urban reading.
