This thesis explores the implementation and effectiveness of job clubs as a novel active labour market policy (ALMP) in Türkiye, focusing on their role in enhancing employability and addressing skill mismatches in the labour market. Established by İŞKUR in 2017, job clubs provide intensive, group-based counseling services designed to equip disadvantaged groups with essential job search skills and facilitate their integration into the labour market. This study employs a mixed-methods approach, including comprehensive document analysis, international case comparisons through the WAPES network, and in-depth interviews with İŞKUR policymakers and job club leaders from five provinces. By examining international best practices, particularly from France, the Netherlands, and Estonia, the research identifies strengths, challenges, and areas for improvement in Türkiye’s job clubs. Findings highlight the unique contribution of job clubs to developing soft skills, such as communication and teamwork, which are increasingly critical in the evolving labour market. The thesis also underscores the need for continuous adaptation of these programs to meet changing skill demands and improve service delivery. Ultimately, the research offers policy recommendations to enhance the efficiency and impact of job clubs, aiming to strengthen their role as a sustainable solution for unemployment and skill mismatches in Türkiye.
